To download and save files to a Chromebook, right click on the downloadable link and click on "Save Link As..." to save the file. Save it as an RTF file or Rich Text Format file. Go to Google Drive in the browser and click on the "New" button. Select "File Upload." Next, select the RTF file from the downloads and wait for the upload process to finish.  Click on the file from Google Drive to view it and then click on the "Open with Google Docs" button to open it through Google Docs. The file should now be viewable and editable.
